This report discusses the findings of a test case conducted between September and December 2017, to assess consumers’ experience with accessing digital film content via legal online sources — more specifically, via transactional video-on-demand (‘pay per title’, henceforward TVOD) services. The test case was commissioned by the European Union Intellectual Property Office as part of their assignment to monitor the development of new competitive business models, which enlarge the legal offer of cultural and creative content. The test case is the second in a series of two, with the first one, conducted in 2016, investigating the access to digital music content.
